Every dollar a carrier spends chasing 5G headlines is a dollar not going toward the LTE tower keeping a farmhouse connected. That trade-off has been quietly reshaping rural coverage for years, and 2026 is the year it stopped being subtle.
Why US carriers stopped investing in 4G LTE
Capital spending has shifted almost entirely to 5G
Carrier capital spending tells the story better than any press release. Verizon’s capex fell from $23.1 billion in 2022 to around $17 billion by 2024, and its 2026 guidance sits between $16 billion and $16.5 billion as CEO Dan Schulman narrows spending to core mobile and broadband priorities. AT&T has kept its capex relatively elevated, with much of its investment directed toward fiber, 5G mid-band expansion, and FirstNet public-safety infrastructure. T-Mobile has kept its capital spending focused on 5G network investment.
None of that spending is going toward expanding old-fashioned 4G coverage. It is going toward 5G network investment, mid-band spectrum, and fiber backhaul. The towers that already exist in rural counties are mostly just being kept alive, not improved.
T-Mobile has gone a step further and put a number for when that maintenance will end entirely. The carrier has discussed gradually shifting more spectrum and investment toward 5G services. AT&T has not announced a firm LTE shutdown date.
Why rural areas still depend on aging LTE towers
Low-band spectrum is the only thing giving many rural users a signal
This matters disproportionately outside cities because of physics, not politics. Low-band spectrum—generally frequencies below 1GHz — travels farther and penetrates obstacles better than mid-band and high-band frequencies used for 5G. That is one reason carriers use 600–700MHz licenses for broad rural service: those signals travel farther and penetrate hills, trees, and walls better than higher-frequency 5G spectrum.
The sometimes troublesome 5G does eventually solve this with its own low-band layer, and standalone 5G networks using 700 MHz can match LTE’s reach. But standalone 5G deployment has concentrated first in cities and industrial zones, with rural rollouts lagging urban ones by 12 to 18 months or more in most markets. So, during the period between “carriers stop maintaining LTE” and “5G low-band actually reaches rural towers,” the safety net has a gap. That gap runs straight through the counties that already have the thinnest coverage.
The FCC has a documented history of catching carriers overstating exactly this kind of rural coverage. A field investigation years ago found that carrier-reported rural LTE coverage and speed predictions often failed in drive tests when agents actually tested the routes. The industry’s maps have gotten more rigorous since — the FCC’s Broadband Data Collection now reports at the individual-location level instead of by county, specifically because the old system let real gaps hide inside optimistic averages — but the underlying pattern the investigation exposed hasn’t gone away: coverage maps consistently look better on paper than they do on a rural road.
Recent Ookla speed-test data backs that up from a different angle. In 32 states, the gap between urban and rural download speeds widened in 2024 rather than narrowing. Washington had the widest split of any state: 68% of urban users hit at least 100/20 Mbps, compared to just 31% of rural users on the same benchmark. The FCC’s own broadband report puts the national figure at roughly 21 million Americans still without broadband access that meets the 100/20 threshold, and the overwhelming majority live in rural communities.
How carriers are trying to close rural dead zones
Satellite texting and FirstNet funding are stopgaps, not replacements
To their credit, the big three haven’t ignored the problem entirely — they’ve just answered it with a different technology. AT&T, T-Mobile, and Verizon have pursued satellite connectivity initiatives separately, including text-via-satellite features and T-Mobile’s partnership with Starlink. It’s a genuinely useful backstop for emergencies, letting someone text for help from a spot with zero terrestrial signal. But satellite links have to travel to orbit and back, adding latency that makes them a poor substitute for the kind of everyday connection a nearby LTE tower provides, and coverage for anything beyond basic texting remains limited.
AT&T’s FirstNet expansion is a direct investment in rural areas, with the company committing significant funding to new tower sites in rural, tribal, and remote locations as part of a broader infrastructure pledge. That spending exists because FirstNet is a federally backed public-safety network with its own funding stream, though, not because rural consumer coverage suddenly became a priority on its own.
Government money is filling some of the remaining gap. The FCC’s Broadband Data Collection map, rebuilt after years of criticism for overstating coverage, is now used to steer funding through programs like BEAD toward the counties that actually need it. Electric cooperatives, small wireless ISPs, and satellite providers like Starlink have picked up real slack in places carriers have de-prioritized. None of that replaces a functioning cellular network, but it’s evidence that where carriers pull back, other providers are stepping in — unevenly and often more slowly than residents would like.
What rural users can do about disappearing 4G coverage
There are several things rural customers can do about the 4G vs. 5G situation. Among these:
- Check your actual coverage, not the marketing map. The FCC’s National Broadband Map now reports at the individual address level. It lets you file a challenge if your location is marked “served” when it isn’t — which directly affects funding eligibility in your area.
- Confirm your phone supports low-band LTE bands, particularly B12, B13, and B71 in the US. Many phones sold for European markets skip these, which can quietly cut your effective rural range even on a carrier with decent coverage on paper.
- Look into a signal booster if you’re in a fringe coverage area rather than a true dead zone — they amplify an existing weak signal but can’t create coverage where none reaches your property at all.
- Ask your carrier directly about its LTE shutdown timeline for your specific region, since T-Mobile’s phase-out is already scheduled to begin this year and the transition won’t hit every market at once.
- Treat satellite texting as a backup, not a fix. It’s worth having for emergencies, but it isn’t a substitute for the kind of everyday connectivity a nearby tower with decent LTE or midband 5G coverage still provides.
The infrastructure math isn’t likely to change on its own. Rural coverage was never as profitable to build as urban capacity, and 5G’s rollout order — cities first, everywhere else eventually — is repeating a pattern LTE followed a decade ago. The difference this time is that carriers are simultaneously winding down the older network that rural residents have depended on in the meantime, which means the gap between “old coverage fading” and “new coverage arriving” is the part actually worth watching over the next few years.
